David ScheffferEmail: d-scheffer@law.northwestern.eduPhone: (312) 503-2224 David Scheffer is the Mayer, Brown, Rowe & Maw/Robert B. Helman Professor of Law and Director of the Center for International Human Rights at Northwestern University School of Law in Chicago, Illinois. He recently was a visiting professor at The George Washington University Law School (2004-2005) and a visiting professor at Georgetown University Law Center (2003-2004). He teaches international criminal law, public international law, and international human rights law. Scheffer served as the U.S. Ambassador at Large for War Crimes Issues (1997-2001) and as Senior Adviser and Counsel to the U.S. Permanent Representative to the United Nations, Dr. Madeleine Albright (1993-1996). He led the U.S. negotiating team in the U.N. talks on the International Criminal Court, helped negotiate the creation and support the operations of the International Criminal Tribunals for the former Yugoslavia and Rwanda, and helped negotiate the establishment of the Special Court for Sierra Leone and the Extraordinary Chambers in the courts of Cambodia. He also served on the Deputies Committee of the National Security Council (1993-1996). During his career Scheffer has worked as an attorney with the international law firm of Coudert Brothers (New York and Singapore offices) and in various capacities with the U.S. House of Representatives Committee on Foreign Affairs, the Carnegie Endowment for International Peace, the U.S. Institute of Peace, and (as senior vice president of) the U.N. Association of the U.S.A. He taught previously as an adjunct professor at Columbia, Duke, and Georgetown. Scheffer graduated from Harvard, Oxford (where he was a Knox Fellow) and Georgetown Universities and is a member of the New York and District of Columbia Bars. He has published extensively on international law and politics. |
